Flagpole repair: line, pulley, corrosion and base

This page is an English translation of the Portuguese original. Where the two versions differ, the Portuguese text is the original.

Flagpole repairs range from replacing a worn line to restoring a corroded base. Some are simple; others involve work at height, near the power grid, or affect the structure. This guide brings together the main repairs, based on a Brazilian manufacturer’s technical sheet, and consumer rights when the defect lies in the product.

A broken line

The line works at every raising. When it breaks, the flag can be neither lowered nor raised, and the end may get stuck in the pulley. Replacing it means threading a new line over the pulley at the top of the pole. On a fixed pole several metres high, this involves work at height, with a platform or ladder, or lowering the pole, if the fixing allows it. On B&B Iluminação’s pole, the line is braided and runs in a V-groove pulley; the new line follows the same path, through the guide washer to the cleat. The guide to flagpole mechanics describes the route.

A jammed pulley

A pulley that does not turn makes the line drag and wear faster. Possible causes include dirt, corrosion of the axle or a line that has jumped out of the groove. As the pulley is at the top, this repair also involves access to the top of the pole. In B&B’s sheet, the 2½-inch pulley sits on a bracket welded to the top.

Corrosion and coating

Hot-dip galvanised steel is protected by the zinc layer. When a scratch, a knock or wear goes through that layer, the steel is exposed, especially on the coast. Small spots of corrosion can be treated with products made for galvanised surfaces; extensive corrosion at the base or the joints is a structural matter, which a qualified professional can assess. Under São Paulo’s Building Code, the owner is responsible for maintaining the stability and safety of equipment (article 6).

Joints and base

On telescopic poles, the tubes are joined by a removable joint, with an inner sleeve and six bolts, or by a fixed joint, welded. Loose or corroded bolts in a removable joint and cracks in a weld change the pole’s resistance to wind. At the base of a flanged pole, the repair points are the L-shaped anchor bolts, the base plate and the brackets. A pole that is out of plumb may point to a problem in the foundation or the fixing.

Under article 13 of São Paulo’s Building Code, repair and cleaning work and services are not subject to licensing; repairs that affect the structure may be treated differently.

The flag

A torn or faded flag is not repaired indefinitely: under article 31 of Law 5,700, displaying the national flag in poor condition is prohibited. An open seam can be resewn; a frayed or faded flag is replaced. The guide on flagpole lifespan covers wear.

Work near the power grid

A flagpole may stand near the distribution grid. Neoenergia Elektro points out that approaching the lines of 13,800 volts or more at the top of the poles can cause a high-intensity electrical discharge, recommends hiring qualified professionals and says that only the distribution company’s teams are authorised to move the wires. The guide to flagpole safety brings this guidance together.

When the product is at fault

If the defect appears on a new pole, the rights in the Consumer Protection Code apply:

  • time to complain: 90 days for apparent defects in durable products, from delivery; for a hidden defect, from the moment the defect becomes evident (article 26);
  • time to repair: if the defect is not remedied within 30 days, the consumer may demand a replacement, a refund or a price reduction (article 18);
  • contractual warranty: in addition to the legal one, given in writing, stating what it consists of, how, for how long and where (article 50). B&B Iluminação gives 10 years on the galvanising.

Frequently asked questions

What happens when the flagpole’s line breaks?

Without the line, the flag can be neither lowered nor raised, and the loose end may get stuck at the top. Replacing it means threading a new line over the pulley at the top of the pole, which, on a fixed pole, involves work at height or lowering the pole.

Does the warranty cover corrosion of the pole?

It depends on the terms. A contractual warranty is given in writing, stating what it consists of, how, for how long and where it can be claimed (article 50 of the Consumer Protection Code). B&B Iluminação, for example, gives a 10-year warranty on the galvanising.

How long is there to complain about a defect in the pole?

Under article 26 of the Consumer Protection Code, the period to complain about apparent defects in durable products is 90 days from delivery. For a hidden defect, such as corrosion that only appears later, the period starts when the defect becomes evident.

How long does the supplier have to repair a defect?

Under article 18 of the Consumer Protection Code, if the defect is not remedied within a maximum of 30 days, the consumer may demand a replacement, a refund of the amount paid or a proportional price reduction.

Who may carry out a repair near the power grid?

Neoenergia Elektro recommends hiring qualified professionals for work near the grid and points out that only the distribution company’s teams are authorised to move the wires. If a wire comes down, the advice is to keep away and call the distribution company.
