Buying a flagpole in Portugal – price and what affects the cost

Published Written by

This page is an English translation of the Portuguese original. Where the two versions differ, the Portuguese text is the original.

Flagpole prices vary widely, even between poles that look alike in a photo. The differences have an explanation: height, material, construction, base and accessories. This guide gives no prices, since they vary between sellers and over time. Instead it explains what affects the price of a flagpole, what is usually included and what rights the consumer has.

What affects the price of a flagpole?

FactorEffect on the price
HeightA taller pole needs more material, a thicker wall and a larger foundation
MaterialAluminium, fibreglass, steel and wood have different production costs and properties
HalyardAn internal halyard is more complex than an external one
Base and foundationSleeve, tilting base and prefabricated foundation differ in construction
AccessoriesFinial, halyard, flag and lighting are sometimes included, sometimes not
TransportLong poles often need special transport
InstallationSelf-assembly, or installation by a company with lifting equipment
LocationOn the coast and on the islands the wind action is greater and the pole sturdier

Height and the price of a flagpole

Height is often the most important factor. A taller pole needs a larger diameter and a thicker wall to withstand the wind, and the foundation grows with the height. Height also affects the flag: according to a Portuguese supplier, the flag’s height is usually between one seventh and one fifth of the pole’s height, so a taller pole takes a larger flag. More information is in the guides to flagpole heights and buying a flag.

Material and price

  • Aluminium: light and stiff, common at houses, businesses and public buildings. Anodising or powder coating affects the price.
  • Fibreglass: very light, flexible and resistant to corrosion, common on the coast.
  • Galvanised steel: used mainly for very tall poles; the weight affects transport and foundation.
  • Wood: rare today and needs more care.

The materials are compared in the guide to flagpole materials.

External or internal halyard

A pole with an external halyard is simpler. On a pole with an internal halyard, the halyard runs inside the tube behind a lockable box, which protects against vandalism and reduces noise. This construction is common at schools and businesses and affects the price. The difference is explained in the guide to flagpole mechanics.

Base, foundation and installation

A ground-mounted pole is fixed in a sleeve set in concrete, on a tilting base bolted to a foundation or on a prefabricated foundation. A tilting base makes maintenance from the ground easier. The manufacturer states the foundation dimensions according to the height, the flag size and the wind zone. When comparing offers, it helps to know whether the concrete, the sleeve or base, the bolts and the assembly are included. The subject is covered in the guide to flagpole installation.

Accessories in the total price

The advertised price does not always include everything needed to fly a flag. The usual parts are the finial and pulley, the halyard and snap hooks, the cleat or lockable box, the flag and, when the flag stays up at night, the lighting. The parts are described in the guide to flagpole accessories.

Transport

A ground-mounted pole is often longer than a car, and transport can weigh on the total cost. If the buyer transports the pole, article 56 of the Road Code on the arrangement of loads applies. The subject is covered in the guide to flagpole transport.

VAT

VAT is part of the price. Under article 18 of the VAT Code, the standard rate is 23 % on the mainland, and the autonomous regions of the Azores and Madeira can set lower rates.

Permits and other costs

The legal regime for urban development and building does not mention flagpoles expressly. Each municipality’s regulations can classify certain works as of minor urban relevance, exempt from prior control. When the câmara municipal requires a procedure, it charges the fees set in its regulations.

Consumer rights

  • Online purchases: Under Decreto-Lei n.º 24/2014, the consumer has 14 days to withdraw from a distance contract without giving a reason, counting from the day the goods are received. For purchases in a physical shop, the law provides no such right.
  • Guarantee: Under Decreto-Lei n.º 84/2021, the seller is liable for any lack of conformity that becomes apparent within three years of delivery. During the first two years, a lack of conformity is presumed to have existed at delivery.
  • Rights in case of a defect: The consumer can ask for repair or replacement of the pole and, if conformity is not restored, a price reduction or termination of the contract. If the defect appears within 30 days of delivery, the consumer can ask straight away for replacement or termination.

Comparing offers

Since the price of a flagpole is made up of several factors, offers are easier to compare when it is clear what they include: height, material, type of halyard, base, accessories, transport and assembly. The manufacturer’s information on the wind speed and flag size the pole is designed for is also part of the comparison. Safety is covered in the guide to flagpole safety.

Frequently asked questions

What affects the price of a flagpole in Portugal?

The price of a flagpole depends above all on the height, the material, whether the halyard is external or internal, the base or foundation and the accessories included. Transport, since the pole is long, and installation often add to the price.

Why does the guide give no flagpole prices?

Prices vary between manufacturers and sellers and change over time. Instead, the guide explains what affects the price of a flagpole, which makes it easier to compare offers.

Can a flagpole bought online in Portugal be returned?

Under Decreto-Lei n.º 24/2014, the consumer has 14 days to withdraw from a distance contract without giving a reason, counting from the day the goods are received. For purchases in a physical shop, the law provides no such right.

What guarantee does a flagpole have?

Under Decreto-Lei n.º 84/2021, the seller is liable for any lack of conformity that becomes apparent within three years of delivery. The consumer can ask for repair or replacement and, under certain conditions, a price reduction or termination of the contract.

Is the municipal permit part of the price?

No. If the câmara municipal requires a prior control procedure, the fees are charged under the municipal regulations. Many small works are exempt, but the rule depends on each municipality’s regulations.
